Hey! Wanted to let you know that I was able to find a fix for this. I’ll be making a main post on here in a few so more can see.
To begin the “Basic Training” portion of the quest you must be wearing a fatigues and an army helmet. There is an optional objective to search the Barracks for Pvt. Archibald’s Uniform Voucher.
When I first completed the quest, I didn’t look for the voucher, and wore the “Military Fatigues” and “Army Helmet” which I already had. The Master Sergeant npc accepted those, and I was able to start the training, but encountered the bug I mentioned.
Today, I decided to try looking for the optional objective. Using the voucher gives you “Dirty Army Fatigues” and “Dirty Army Helmet”.
I then completed the quest again wearing these items, and it worked! The quest completed. So the issue may be related to the different types of army fatigues

We are addressing two Adrenal Reaction issues in our patch next week:
There's a third issue where, if you've acquired Adrenal Reaction after Patch 6, its positive effects will disappear from the Pip-Boy when you log out/back in or switch worlds. However, even though they're not visible in the Pip-Boy, they should still be applied correctly. We're investigating this one for a fix in a future update.
There are a few VATS bug fixes coming in Patch 7 next week. Last I checked this is one of 'em!
Finally something new to farm. I hope we can participate more than once a day, though.
You can definitely do this one more than once per day! The reset timer on the event is 1 hour after the last time it was started, which will hopefully give you lots of opportunities to play through it during the week it's available.
Quick question:
I know the brewing/distilling system will have some at least minor quests, any new quests beyond that?
The road map seems to mention something about "the pioneer scouts, a mythical beast" etc associated with March 12th patch, but I'm not sure that was a reference to future patches or this one coming up next week?

Ah so the description in that image is meant to cover a few of the things coming in Wild Appalachia and say that March is when Wild Appalachia begins. We've got more quests and all kinds of new stuff in store over the coming months. Next week's patch is the tip of the iceberg. :)
