I experience the same "overencumbered" bug
My weight is constant no matter what I do. If I change servers, the weight is updated only once and stays bugged.
It happens only on one alt, the second character is working just fine. Changing servers does not fix it.

This is not the case. I have tested it over several characters (I have 20), and you cannot buy over 5k gold from Smiley.
To be clear:
First, I tried just waiting 20 hours until after the patch. I had not played for a week prior, so I know I wasn't hitting some 20 hot vendor reset issue. This did not work.
Yesterday, I made sure to purchase things to trigger my vendor reset. I waited 20 hours. I still cannot purchase over 5k gold.
Smiley is bugged. Please let the devs know so they can fix this. This is the primary way I get gold on most of my characters each week since I can't spend enough time to farm on all 20.

PS5. It’s happening to a few friends and I. Also some stuff on the atom store shows up for some of us and not all (and this is stuff we don’t have purchased). The stuff not appearing is the newer stuff added today.

Once the 20 hour reset hits for vendors, you will see the amount doubled.

Hey, thanks for the sticky thread! We are definitely aware and want to make sure everyone is able to get all of the S.C.O.R.E. they would have earned if these Weeklies had been available this week.
To do that, we're going to double all of the S.C.O.R.E. rewards from Daily Challenges this weekend: July 8 - 12. We're also going to add extra Weekly Challenges for everyone, and double the S.C.O.R.E. rewards for your Weekly Challenges next Tuesday when Challenges normally roll over.

Thanks for reporting this to us, and I'm sorry for the issue with Weekly Challenges this week! We want to make it up to all of you, so we're going to double Daily Challenge rewards this weekend, add bonus Weekly Challenges next week, as well as double the S.C.O.R.E. from Weekly Challenges next week. I posted more details in this thread.
Double Daily SCORE will start tomorrow and run until Monday, July 12.
