If you haven't already, can you try repairing or reinstalling Easy Anti-Cheat to see if that helps? If there's an issue with EAC that may help fix this.

This error would normally point to you being not logged into the linked Seam account or an incorrect Steam account. You can check which steam account you have linked using the Ubisoft Website.
