If you’d like to play with Ramsay in Hearts of Iron IV, then the ‘Admiral Sir Bertram Ramsay’ mod should be right up your street.
With 8 Co-ordination skill and decent traits, he’d make a powerful commander for your fleets.

Tragically, Ramsay never saw the end of the war as in January 1945 he was killed in a plane crash while travelling to meet with Bernard Montgomery in Brussels.
Historical Snapshot: Bertram Ramsay was a British Admiral you may not have heard of.
Little known in 1940, he organised the Dunkirk evacuation, and went on to prove himself a master of logistics and planning, commanding allied landings in North Africa, Sicily, and Normandy.
