[2020] game has at max 6 fps

ive just downloaded the game, and at ultra low settings it is at 5 fps
tried updating drivers, restarting pc, googling and could not find any solution

i believe its amd problem but not sure

amd driver software showed me gpu was at max power and gpu ram was at 101%

Can I ask you to try the following:

Run the game with ADMINISTRATOR RIGHTS.

Verify your game files.
It is possible that the installation of your game is faulty which could cause low FPS. To fix this, please verify your game files:

UPLAY

Another possible cause is programs running in the background using up your system's resources, to see if this is the cause, please Disable Background Applications.

Make sure your OPERATING SYSTEM is UP TO DATE.
