This is the game in 1440p as you can see the game looks pixelated and I cannot find the reason for this being so. I have been messing around with settings for the past 30 minutes and nothing seems to fix it.

Things I have already tried:
Drivers have been updated
Restarting
Changing windows scaling
Runnings UPlay as admin

Not sure what else I can try at this point. It is as if the game is stuck at a lower resolution and there is no way to change it. Even the Ubisoft overlay(fps counter) seems to be pixelated as you can see in the images above.

Windows 10 Pro 64-bit (10.0, Build 18363)
Intel(R) Core(TM) i5-8600K CPU @ 3.60GHz (6 CPUs), ~3.6GHz
32768MB RAM
NVIDIA GeForce GTX 1070

After some interesting debugging, I have found that (windows) application scaling was the problem, this was fixable by going to the EXE and overriding the high DPI scaling behaviour to Application (I previously tried System and System Enhanced as I thought it defaulted to Application) this fixes the issue.

You can get to the menu above by going to the HyperScape.exe and HyperScape_BE.exe -> Properties -> Compatibility

Despite fixing this issue the setting for resolution scaling still doesn't work

DEADMONSTOR: Thanks for that information, DEADMONSTOR! Does the game look pixelated on any of the other resolution settings? Also, have you tried turning on the widescreen letterbox option?

DEADMONSTOR: Okay, thanks for that! It may be due to currently trying to play the game above the recommended game settings during the Technical Test. Can you please try setting to what is recommended in your Graphics/Quality settings and let me know how it looks for you?

I see you have your resolution scaling set. You need to make sure you don't have it set to 'Fixed 100%', rather set it on 'Dynamic 25%-100%'.

All of your problems will go away and your FPS will be back to normal. In my case, mine was near 30-40 FPS and when I fixed this single setting it brought it back up to 130-140 FPS.
