Game servers will be down for maintenance beginning Wednesday, December 5, 2018 at 5am PST / 8am EST / 1400 GMT+1 will be unavailable for approximately 3 hours. 

With this maintenance:

• Standard database maintenance and application restarts will be performed.
• Fixed an issue where raid loot rights were not reset correctly after a command channel stopped attacking a raid boss
• Fixed an issue where you could try to accept a completed one-time quest again from an NPC
• Fixed an issue where interruption skills were able to cancel the casting ...

As pointed out before and in the original post of this thread, you need to report any suspicious behavior via ticket through our Support team. Making accusations by mentioning names or posting screenshots and such containing names on the forum violates our Code of Conduct, which in return results in the removal of these posts.

Apologies for the delayed reply. The game is currently content capped at level 70, but you can continue to progress through until the XP level difference penalty is reached. We are verifying additional details and will clarify them in another post and the patch notes as soon as we can.

This particular issue is often related to have a program installed that adjusted your host settings. Please check your host settings to see if there is an IP interrupting your connecting to our server.
