Would it be possible for certain blocks and items to be in more than one category? I'd say the redstone block fits both the redstone tab and being alongside other ore blocks (diamond bloc, iron block, etc.). Bee nests are both natural and functional, also. And there are more examples. This, I think, would make navigating easier.
This is already the case - many items are in multiple tabs.
