As for the feedback on this thread around the change, I’ve made sure we’re discussing it.
To be fair when I discussed this internally I said “Bug… or feature and perfect place for Hippo???”
So I guess we’ll see. 
I have confirmed that Raging Torrents/Accumulated Power is working correctly, but Fortifying Strikes should only be triggered by light attacks. However, combat is fluid, so we’ve opened the discussion to look at this in general!
I’m checking in on the intended functionality for this! 
The patch with this fix was after your initial post so hopefully you’re good to go, but let us know if it’s still an issue!

We are not allowing players on Fresh Start Worlds to transfer onto other Fresh Start Worlds. However, players in these worlds will have the opportunity to transfer to Legacy worlds in a future update.
We are not allowing any transfers to Fresh Start Worlds, even from RtA worlds. However, in a future update, players in Fresh Start Worlds will be able to transfer to Legacy worlds.
