Japanese doesn't have a "ks-" sound or an "x" in any of its transliterations, so it's clearly not a Japanese inspired name.
As for Chinese, even though "Xin xi" could theoretically be pinyin, without tone markers it could mean anything from「欣喜」("Xīnxǐ") meaning happy to「信息」("Xìnxī") meaning communicated information (the translation you get from google translate for Xin xi) to non-words like「心西」("Xīn xī"), literally the characters for "heart" and "west".
In all likelihood it's just meant to be nonsense that sounds vaguely like Chinese, like how other tribes are named to sound vaguely like they're in the languages of the cultures they're inspired by (except Imperius which is just Latin with a grammar/spelling mistake).
