i had the same issue. twitch asked me to confirm my email address, after i did that it worked. before it didnt and i got the same time out message.
might have been coincidence but i doubt it bec. it worked right after i did that.

That said, he was like level 200 or something, so it's not like it's a new account, so maybe some light filtering on name registrations might be a good first step to keeping this kinda thing out of our game.
