I believe I understand your query but please let me know if I'm not not answering you fully.

A Ubisoft account is free, anyone can make one. However, Rainbow Six Siege would need to be purchased by each account holder if they wish to play.

If your brother were to sign in to Uplay and tried to launch Siege, it simply would not work. He would be prompted to purchase the game, and then he would be able to play it as much as he wants.

So the short answer is yes he can purchase the game for his Ubisoft account and play on the PC.

I apologize for not clarifying my question enough, I am aware that in order to make another account he would be required to repurchase the game off a different steam/epic games account and form a new Uplay account. Nevertheless, I was afraid that it would be mistakenly considered as a "smurf" account and consequently get banned. Thus, I wanted to make sure that it would not be treated as a smurf account.

Oh I see, no not at all

Every player can fill in their own name & email address, it won't be seen as a smurf account.
