This error you're seeing is usually because you're launching the game whilst signed in to a Ubisoft account where the game hasn't been activated.
Are you aware of any other Ubisoft accounts you own? If so I would recommend signing in on those and trying again. When you're on the correct account you will no longer see this error.
If you're not sure of any other accounts you have we can assist you with account recovery but you will need to open a support case with us, it's not something we can do over the forums unfortunately. You can reach us either through the
