When did this issue start to occur? Does it cause any issues In-Game if you skip past this step?

Ok, so the issue with the stats not updating is a different issue.

We are currently looking into that and it wouldn't be due to this issue specially.

What you could try is clearing the Uplay cache via the steps here.

If you try disabling the Cloud Saves, will the same thing happen?

Hey there folks.

I'm sorry to hear about these issues you've been experiencing.

Can I ask you all to try reinstalling the Ubisoft Connect client, Making sure it's running as administrator and ensuring that both Ubisoft Connect and the games you're playing are whitelisted in any antivirus apps you have?

This will affect your ability to connect and your achievements.
