What is the exact issue you're experiencing please? There's a few different issues with billing that can occur.

We did have an issue where players weren't able to continue with purchases, this was resolved but there have since been some further reports, so the team have began to re-investigate the issue

In the meantime, can you please ensure you have both the Steam and Ubisoft Connect overlays enabled?

I'd also recommend toggling them both on / off too
