I bought Rainbow Six Siege on the Ubisoft Website today on 7/28/20 it tells me to download Uplay to download the game, but when i download Uplay it tells me that i have not purchased any games. Me being confused i go to the ubisot website and check my order history it tells me ive never bought anything. crazy part is when i check my back account it tells me i spent 8.56 on Ubisoft and took that money out my account, i bought the game im confused on whats going on and i would like help, or a refund

You don't have more than one Ubisoft account at all do you? Just to ensure you're not signing in with the wrong one.
Otherwise, did you receive a confirmation email with the order at all?
