The test server is stuck with 1 % left to download and it says its not able to download, i have the available space and wifi connection so whats the problem.

Can I check have you tried pausing and resuming the download again? Perhaps, uninstalling the game and reinstalling again?
If following these the problem persists please open a case so we can investigate this further for you
