I've moved this to the Rainbow Six: Siege forums as this was originally posted to Rainbow Six: Extraction.
This message pops up when you're attempting to use a Ubisoft account different to where you originally launched / activated the game.
Attempting to use another account will result in this message.
If you're unaware of any other Ubisoft accounts that may have been used, please open a case via our Support Site or DM us via Facebook or Twitter so we can look into this further with you.
For full transparency too though, it is not currently possible to transfer progression between console and PC.
Cross-progression in Rainbow Six: Siege is currently only available on platforms in the same family, for example; Xbox One to Xbox Series X / S and PC to Stadia, but not Xbox to PC.
