I can see that you've attempted to send us screenshot however regrettably we're unable to see it, therefore if issue persists, can I just double-check the following:
1. Which particular operators do you have missing?
2. What console do you play the game on?
3. Have you ensure that all of your add-ons are fully installed?
4. Was the content purchased on the same Xbox account you're attempting to access it on?
