[2021] cant report toxicity

Thanks for your feedback about this, Obiwanjakobi257 - I understand you'd like to be able to report bad chat behaviour even without chat switched on, and I appreciate you letting us know. As I'm sure you can imagine, this is by design, since you can't see or hear the chat to witness any bad behaviour, but we'll take your feedback on board nonetheless
