I have 3 accounts on rainbow, but one seems to be always capped at 61 FPS. It's not my settings because I use the same settings on 2 other accounts. Any Ideas.

Have you tried any of the steps in our troubleshooting guide on how to hopefully improve performance?
I must also make you aware of Clause 2.5 in the Ubisoft Terms of Use regarding the use of multiple accounts.
