Comparing your system to our minimum requirements, you appear to meet them and the game should be playable at low settings.

I also understand that your FPS was recently higher, which makes this a bit of a mystery. There are no known FPS issues since Operation Shadow Legacy.

Was the update for Operation Shadow Legacy or was it for a smaller, more recent update? Do you remember which update it was?

2 final questions - How much RAM do you have installed, and what resolution are you playing?

5.3.3 was the last PC update, on October 20th.

Does this sound like the right date you noticed these frame drops began?

In this particular instance we may have to look into it further, therefore in order for us to do so, can I ask you to visit our support website, login to your Ubisoft account and select 'Contact Customer Support'. Once redirected, you will be asked to provide information regarding your issue and we will need you to attach your system files (DxDiag and MsInfo), that will allow us to get a better insight and see what may be causing the issue to occur.
