Hello! I appreciate this issue is frustrating and there is good reasoning behind it; I will do my best to explain.
This was never an account restriction in the past. You could change your linked accounts as much as you pleased.
Due to the gaming world moving towards cross platform features, it became necessary to make sure that a Ubisoft account is only ever linked to the same console account. If not, it would cause issues and cause unnecessary complications in the future.
It is of course possible for players to have more than 1 console account, however they would need to each have their own associated Ubisoft account. This is no different to how account linking has always worked; the only difference is no longer being able to link & unlink different accounts freely.
