I'm getting the same issue for Season 4's battle pass but this time, I was transferring from Steam to Epic. I have my accounts linked but for some reason, I have a separate account on Epic (back to level 1). My steam account's level 21 with some Rogues unlocked.
Sounds like you might just need to set your Steam player as your Primary on the linking website.

Server performance is a high priority for us and not handled by our design team, which handles game balance. Unfortunately, server performance is a tougher fix, but it is being highly prioritized by our operations team.

I'm tracking this issue. Another player reported this to me and it improved when he changed regions. What region are you in?
