Release inverted skillcapes = happy players. Don't release inverted skillcapes = unhappy players.
If I was a Jagex employee I would release the capes immediately to make the players happy. I'd also convince players we're going to make an inverted necromancy skillcape at a later date.
A day without inverted skillcapes is a day lost.
Ok, I'll bite - when you say "release" them, how would one hypothetically get one?

Im crashing when ever I run into ungail at beginning of the quest, any suggestions on how to stop it.
There's unfortunately a known client issue with certain hardware (notably particular Intel iGPUs) when teleporting to particular areas in the game, including Ungael.
A rendering engine fix is awaiting release in the next monthly engine update, which regrettably doesn't line up with today's quest release date.
The client issue seems to be specific to the Ultra/Ultra+ setting of certain graphics properties, so as a workaround, see if lowering your Settings->Graphics Manual Setup to a lower setting gets you there.

Looks like the issue is that you don't currently meet the 66 Thieving requirement for The Curse of Arrav, despite having completed The Curse of Arrav.
(Possibly boosted past the quest accept screen in the past, or this skill req was added/increased at a later date?)
Ali the Wise currently has a check for whether you've met the requirements for Curse of Arrav to continue to the expected stage in his dialogue tree. If he hasn't, he says "Well, that creature in the ice has given me much to think about...", etc, and proceeds to the dialogue tree you're currently getting.
Since you currently have 63 Thieving, a workaround would be to grind those extra 3 Thieving levels. (Misthalin safecracking looks like a good candidate.)
