Does this mean that if I was in the middle of a Telos kill, I'd be sent back instead of being killed?

I believe you'll be told you have to kill him there and then or lose your streak, can't recall

Also, does this mean that when I log back in, my character would be where he was 15 minutes before the outage?

If your character was affected by this, yes

Hey everyone,

For the last hour we've had an outage on five worlds in RuneScape, this has been a network issue which left accounts stuck.

We're in the process of bringing these worlds back up so you can access your accounts once more.

Unfortunately due to the outage, if you were one of the accounts stuck on these worlds you may find that you've lost up to fifteen minutes of progress prior to the crash, this is something we can't recover

I've already replied to a post on it today, I'm not ignoring it and pestering as much as I can, about all I can do sadly!

I can tell you from mining there myself (just now) I got a parcel, it is totally working you're just not getting lucky :(
