Game launch error: Failed to create a graphics device. Exiting.

The game is failing to find the AMD video driver or card in DirectX. I see that driver is not quite up to date, so let's do a clean update and reinstall of it:

- uninstall it with this tool https://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx
- reboot
- install the very latest (I think Nov or Dev 2023) from here http://support.amd.com/en-us/download
- reboot again

That is not good; it implies there's something wrong deep in Windows somewhere.
