Would depend on what the root cause is/what is needed to fix it, but I think in this case it'd likely be us, the TFT team, that would fix this.
We don't have a "bug department" per se, each game team has their own dedicated QA

Not possible with the B patch?
As mentioned, micropatches (or B-Patches) are script changes. This fix requires a code change.
I'm not the kinda guy that piggybacks like this but will the cavalier sion bug will be addressed too?
That was already fixed this patch. If you've got video of it happening in 11.13 happy to look...
We have a fix ready for this, and have for a while. Unfortunately it requires a code change instead of a script change, which means we can't micropatch it. It will be fixed in 11.14.
