This is confirmed working for several Agents

So my clan mate was experiencing the same issue where he couldn't speak to the Division Coordinator Spoiler:  Show (which triggers after Jefferson Trade Center)
Here's how we fixed it *please note this does involve having another player to help you

Have your friend/clanmate/etc start a 2nd character, they'll have to push through about 30 minutes or so of content
Once they complete the Jefferson trade center mission they'll have the objective Spoiler:  Show "Talk to the Division Coordinator"
Join their game and YOU talk to the Division Coordinator in their world.

Spoiler:  Show Note for Ubisoft Reps: based on my troubleshooting this appears to happen when someone is playing with friends and the team does the mission "Bank Headquarters" which makes the president spawn in the Division Coordinators room. If the agent hasn't talked to the Division Coordinator in their world yet this appears to push the World State forward but not the quest state so the door will no longer open

Thanks for sharing what worked for you, this is the only known workaround we have at the moment. But this is something that we are actively looking into

The last reply in this thread prior to yours was in April 2020, and since then the dev team returned to us again stating that the issue still could not be reproduced on their end. We'll therefore need additional information from any players still affected by this issue since the release of TU11 in order to reopen the investigation with them and hopefully achieve a successful reproduction.

Would you (and anyone else still affected) be able to share a video of the issue with us, as well as answer the following questions:

- Have you attempted to speak to the coordinator in both solo play and co-op play?

- What did you do immediately before approaching the coordinator to speak with them? Any specific actions, missions, or changes to gear etc. would be helpful to know about.

- Did you try any of the previously posted workarounds, and were they effective or ineffective in resolving the issue for you if you did?

Any information and videos that can be provided will be gratefully received. Thank you all.

daniloulf and zdun8 - I'm sorry to hear you encountered this issue. Did the workarounds suggested above help at all?

If the issue persists, please could you update us with the information requested by my colleague Woofer?
