Just to clarify things a bit further, have you run into this issue in any areas aside from the ViewPoint? Have you had this happen while you do not have the ViewPoint mission active?

I'm going to get this reported up for you but I would love to have a video of this issue in action. If possible, could you actually kill one of the stuck enemies with the method you mentioned in your first post (The Oxidizer?)
You can record this using the Xbox Game toolbar, even a 20 second video would be super helpful!
