[2020] [BUG] Civic Center Sewer Shade Cache Cannot Be Reached.

So, there's my game-breaking bug. Got to the point where you have to obtain the SHD cache in order to liberate the Civic Center district, the one down in the sewers. I've seen some videos, and there's this flamethrower guy who supposedly should drop a key that will allow you to get inside the otherwise unreachable are where the SHD cache is. The issue is: I've killed him once, he dropped regular loot (a blue item) and he never respawned, no matter what I do and where I step into the sewer from. On top of that the door that is supposed to open when you shoot the yellow fuse box *DID NOT* open and will not open no matter what I do. Please fix this stuff, it's seriously unnerving.
