I think the bigger problem is we're just getting to that part too quickly, then killing all the enemies too quickly. Used to be a pain in The Division on some missions that would fail to spawn enemies, or you had to kill your skills for doors to open.
There is a possibility that this is the case. Either way we have our teams investigating this to see what we can do to fix it for players. :)
