[2020] Restarting at Finish

Can you try this witht he QA team:

1. setup local server, with a local network and internet players.
2. setup gamemode so it's timeattack (or rounds).
3. the bug for me and few others as well on my server happended during WARMUP.
i think best would be to use long warmup durations for while trying to reproduce.

After few maps with warmups (seen at the log file attached) the cars randomly started to appear to finish block.
AT this point I started to press repeatingly backspace to see if the car goes back to start.... alas the game crashed.

Thing is I only semi randomly browse players reports forums and while so remembered I had similar issue myself recently.
Thus i decided to write the report. Server had other players too, dunno if any of them recorded the clitch.
But it was happening from them too, as 3 other said they had the same problem at server chat.
