It looks like the fix for this should be in the next patch, barring any additional issues during final testing.
I definitely suggest submitting issues like this to the Bug Forum or PTR Bug Megathread / Bug Reporting threads in the future! I’ll be quicker to reply there. 
Also feel free to tag me directly for bugs.

@ThexCatmanx - I do not have an update at this time, but I can say that there are always active conversations.
We are always evaluating the health of the worlds and adjusting the status based on that data. It does look like the team already determined earlier this morning to unlock Abaton.

Thank you for joining us for the PTR War test last Friday! We were able to take what we learned and implement changes to improve performance.
As such, in addition to the PTR chaos event this Friday, join the New World team for War on 2022-07-15T23:00:00Z! After the war, we’ll be playing around with some shenanigans in Monarch’s Bluff.
War Details:
We will be declaring war on Monarch’s Bluff. Signups will be available starting at 2022-07-15T22:30:00Z and it’ll be on a first come, first serve basis.
