The original intent behind this div card was to future proof it for all uniques that were associated with a league
That Divination Card can't grant unique items that were boss-specific drops from previous leagues.
Not to drop... or be unobtainable
There are no plans for it to be obtainable. Potentially if someone designs a Divination Card around it you could get it that way but initially the only way to get one will be in the parent leagues if someone who migrated from Synthesis trades you for it.

Just to end the speculation - we don't currently have any plans for this flask to drop once Synthesis ends. The ones that will be available are the ones that transfer to Standard/Hardcore when Synthesis ends.
