Devs said that verifying game files or reinstalling the game would be a 100% fix.
True! Some faced this issue with updating from U10 to U11 and in rare cases it went wrong. Reverifying and reinstalling shoukd iron that out.
Heeyhey! It seems that some players indeed reported the same after updating. Something went wrong with that update and we have noticed that reverifying local game content and or reinstalling rhe game fixed the issues right away.
I have a suspicion the bug may be triggered by players going AFK for a period of time.

Validating and reinstalling will solve this issue. Something might have gone gone with updating to U11 for some unfortunately.

Graphics were not changed in Update 11. However, Dither has been enabled to prevent harsh popping in. This has resulted in some performance loss.

Maybe first try a full reinstall, also do you play with DX12? Also, load times are many times depending on the drive its installed on, and during the loading the FPS might be affected. At lease when the game is playing and youll vave super high FPS, then all is good.
There are many nug fixes. Can you try a full new install of the game and add all .exe files to your AV exceptions list?

That's such a tedious waste of time. Shouldn't have to redownload the entire game to fix an update issue.
An update means new game data overwiting old game data. Steam packs it all into one package, so there is a big chance if the file gets corrupted, that things might go wrong. Fresh installs are always best.
A full reinstall will help alot.
