The +X level to skills are working, it’s just a visual bug with the skill trees. We’re aware of the issue though.

The node is working. It is just applying the buff after casting the stacks of Maelstrom, and the stacks of Maelstrom don’t update their damage dynamically, so a buff granted after casting it doesn’t apply to the old stacks.

We’re working on a fix for this asap.

Did you go straight to that last hideout or go to the others before that last one?

What about online characters? Does it happen there?

And to be clear, after defeating the 3rd of the last timelines, you actually walked straight there? No teleporting or logging out in between that and clicking the empowerment device?

Also, the characters are all online characters, correct?
