I'm not sure you really followed what we said. We don't just slap a random vehcile to all nations simply because they don't have an equivalent.

First we try to find fully domestic options (which take time). If, for some reason, domestic options can't be added for a long period of time or don't exist, we look at import / planned / tested vehciles that have at least a reasonable connection.

The Pantsir has absolutely no connection to Japan, Italy or Israel.

Drones are a Killstreak style reward that are more based in generic block usage by similarly grouped countries. For example Japan and Italy would be more likely to call for support from a US drone than a Chinese or Russian one. We are aware some nations including Italy, the UK and others have domestic drones. But much like nuclear bombers, they were kept in groups for simplification.
