Like u/r3fresh69 said, that's always been the case. It'd be absolute best-in-slot for 90% of builds if it was passive like Technician spec.
As a side note, if you need to holster the pistol to ready a skill, like an aimed Chem Launcher for example, since it isn't in your hand the game doesn't count the added Skill Tier in that case either.
The chem you fire would be Tier 5 if you were banking on the pistol to reach Tier 6.
This is correct. The pistol will need to be in hand to benefit from the +1 skill tier, so skills such as the launcher that require pulling out something will not benefit.

The targeted loot cycles out after a certain amount of time and in different areas, so it won't stay that way for long! If you open your map and press R (for PC) you can see the loot allocations and timer for when they reset. You can only manually change the targeted loot in the Summit.
And in terms of good skill builds, there are a good few in the most recent build compendium thread that I would check out!

Really amazing that you've decided to release this music, I've been waiting so long and it was worth it, such beautiful music. Do we know if the other music will ever be released, like pentagon, dark hours and iron horse, summit and so on? Strandh is so talented
As of now I am not certain if those tracks will be released, but I sure hope so!
If you logout of the game and go back to the start screen and load back in again, that should reset the server you are connected to.
