Also are you using a display port cable or the HDMI? Some monitors, even with HDMI 1.4, are still capped at 60hz.

Here are the minimum requirements [support.ubisoft.com] for Siege!

Looking at the benchmarks for each of these GPU's the 950M is a bit more powerful than the minimum 460, but not by a substantial amount. You would be able to run it, but i recommend lower settings!

No worries, being frustrated around this is a totally understandable thing! That's definitely a high percentage of seeing higher-ranked players in game. Did you happen to read the blog post about why that may be happening?
