We often go with text that is easy to process on your first read and this is a good example of that. We talked about writing "all effects combined" to make it more clear in the case of one legendary at the cost of being less clear in every other case and decided not to do that.

In some ways it is yes, in others it isn't. DK Rexxar had a very high localization cost. The card I was mentioning had high other costs.

We tried a lot of templates for this card, most didn't mention inner fire, but after experimenting and user testing this wording was the quickest and easiest to understand what it does.

I think your interpretation of top level is a bit high.
We talked about it like this because some candidates will be people who regularly hit top Legend like Chakki was, while other candidates have hit legend a few times but have a ton of card game experience and other skills.
