Yeah, I'm sure. Admins can use lockpicks anywhere regardless of it being a safezone, and in singleplayer the player is considered an admin. But in multiplayer, unless you have admin privileges you can't use most tools inside of a safezone. That includes things like socket wrenches and carjacks as well.

The title of your post isn't clear. It sounds like you're trying to host your own game server. But there's really not any coding involved in a player setting up and running your own server. Perhaps you are trying to create mods, plugins, and/or modules to be used by a server?

Are there any errors that appear while running the BattlEye installer? Perhaps something is interfering with the installation process. You may check if your antivirus (e.g., Windows Defender, Norton, Avast, Malwarebytes...) is blocking a crucial file, or otherwise interfering with the installation process.

I think you misunderstand what SteamCMD is. To oversimplify things: SteamCMD is literally just a stripped down, lightweight, command-line version of Steam. It's often used to download games/apps. When you download the U3DS app through SteamCMD, it's not necessarily a "SteamCMD server". It's still an Unturned server. SteamCMD is a tool that you used to download the server files.

As others have correctly pointed out—you are using a mod. I suggest looking at the Steam Workshop page of the mod you are using.
Note that metal structures/barricades only take 50% of the damage dealt to them. A metal wall's effective health is actually 2200, a jail door's is 1400, and so on. Same applies to brick structures.
