Hey @(NSW)Mastostar, it turns out this is actually a UI issue as the indicator while you're holding 'Y' isn't appearing. Selecting and holding 'Y' is still prompting the action, it just doesn't appear to be. To generate a Thrall, simply keep 'Y' held down until you see the Mercy activate.
The team is working on a fix as this issue is affecting a few different areas of the game where UI is indicated this way, thanks for your patience and the report.

Now, Warframe and Warframe purchases are unavailable for all players in Cuba, Iran, Syria, North Korea, Crimea, and the Donbas region. This applies to all existing accounts.
It’s important to note that accounts are not directly affected (nothing is lost) - just access to Warframe is disabled in these regions.
