I'm confused. As far as we are concerned this bug was fixed. From the patch notes:

I don't see it still happening here, can anybody confirm that they're talking about this issue still being present after the update?

• Increased the travel speed of Citrine’s Crystallize fractals.
• Updated the sound mixing for Citrine’s Crystallize ability. 
• Added a featured banner to the Crystal Bastion Collection
• Added Diorama to the Crystal Bastion Collection and the Multiform Visage Ink Bundle.
• Removed the Steflos Shotgun from Conclave.

Temporary Fix For Flickering UI  on PS4 reports:

Helpful PlayStation Tenno have discovered that disabling Depth of Field is a solution for the flickering UI that some PlayStation 4 users are experiencing. If you experience this flickering please disable Depth of Field until a permanent formal solution comes to be.

Thank you for the video - this could be an unintended effect of the new Enhanced Graphics Engine set to default on PS4 & Xbox One starting with Citrine's Last Wish. 

There are a couple settings toggles you can try: 

• you can toggle Enhanced Graphics Engine off 
• you can also try toggling Sun Shadows off
• you can also try toggling Enhanced Decals off 

If you don't mind moving your report over to this forum thread, it'd help us and others to have it there instead!
