Hi, can you please write down steps how did it happen? How often does it happen? Any other detail would be helpful
It’s a bug. Once you save and reload a map, the boats don’t count towards their harbors spawn limits anymore, and the harbor makes new boats.
It will be fixed in the upcoming update.
