I am from Croatia, and my colleague has bought Assassins Creed Valhalla with only russian and english language.

Quick google search for PPSA 01532 is showing that shops in Ukraine, Estonia, Latvia and Finland were selling game. Standard european version PPSA is 01490.

Is this standard business practice? Or exception, because of sanctions on Russia? I presume that a lot of copies were not destroyed but sent to Central and East Europe for sale.

There's no way of us knowing where it came from or why, but it would be up to the retailer who it was bought from to look into it if your friend bought it brand new and sealed and wanted to return it if they don't want to play in English. The retailer would then have to speak with their supplier about their stock.

If it was bought pre-owned it could be someone traded it in who had imported it themselves.
