[2022] PC never saves Fullscreen option, starts in borderless and capped at 60 fps

The game is capped at 60fps. I switch to fullscreen and set refresh to 240 but in game graphics are capped at 60 no matter what.

if I restart the game when I check options it is back to borderless and still capped at 60fps. I can test this with F1 performance display in-game. The frame rate never goes above 60 it is locked to 60.

windows is set to 240.

dual monitor, 2070s GPU.

any help?
