[2022] Cant access cloak, is it a bug?

Not sure if its a bug but can't action the cloak anywhere, press the relevant key(changed it as well) and nothing happens. I have used a cloak before very early on in game,

i am using Raven Clan Armour, well into game, power at 31, about to enter Tonnastadir to have a look around

update, when i use the selection wheel, cloak icon is greyed out/says not currently available
