I've run into this issue where i can't for the life of me break the underwater wall in this mine, i've googled on how to fix the bug and nothing seems to work for me... is there a fix to this or am i just stuck in my progression?

I understand you've not been able to break the wall in Santlache Mine, that sounds most frustrating.
Can you do the steps from our troubleshooting guide for me? In particular from the guide, please make sure you are running the game with administrator rights, you've verified the game files, you've got your Windows install fully updated, and you've (at least temporarily, for testing) deactivated all background programs.
Can you also try reloading an earlier save, if you've got one available, to test trying this quest again from scratch?
