[2022] My flail is glitched. It won’t extend past the handle

I just got my first flail and it’s glitched. When I swing it the chain and head don’t move. They stay at the handle. It has no range. How do I fix this? This is infuriating to me because that’s the weapon I want to use as my main and it’s worthless. Will the other flails I find be glitched like this too? Please help! What do I do here? I can’t find anything on this anywhere. I’m playing on PS4 btw
